I wouldn't paint that stock, personally. I don't know the Canadian market but I'm with pcke. An Izhevsk stock, even sanded and stripped of shellac like yours, is worth keeping in its current form where it can still be partially restored. From what I understand, Russia used garnet shellac.

Ok thank you all.. And won't bother painting the work if its a bad idea.. If it's a refurbished with that stock .. What is an average price in the US market?

Did they also use some form of wood preservative such as pine tar or creosote under the garnet shellac?  This type of processing may account for those uber dark red SKSs.

Who knows...   I have however read where people do believe they used pine tar.    Interesting observation montigre!
