My only issue with the selective heat treating theory, is the fact that there are pretty well defined lines between the different areas. Usually when you do selective heat treating, you see a much more faded transition between the two areas, as it would be very difficult to stop the transfer of heat dead in it's tracks at a specific point during the annealing process.

Chances are, if you take this to a metallurgist they will look at it and say, oh thats x,y,z because of a,b,c in the q,w,e, when they j,k,l 'd it. 
And we will all be sad the mystery was so simple.
