I picked this up today and traded my 1918 Peter the Great M95 pistol and an unopened spam cam of M95 ammo for this M39. My trade in value was $350. Not all the numbers are matching and the bolt looks like a Westinghouse. The round knob on the bolt matches the barrel. There is a 4 digit number on the left side of the hex receiver and I was thinking it may have been a unit designation, possibly??? No numbers on the buttstock or bottom plate. I'm not familiar with the squared off splice in the stock. and I'm also curious about the extra sling attachments on the forearm and in the buttstock...?
Thanks

Another beauty  8)

Do you mean it has the square-finger-spliced style of stock. That's just a post-war replacement.

The E with double arrows if for the East Springfield, MA plant of New England Westinghouse, as you suspected.

If the 4 numbers on the receiver don't match the barrel number, then I'm at a loss to explain those.
