So....I've been researching but haven't been able to understand this. A 1964 dated NVA sks is not considered c&r eligible??

1. If you accept the first two digits of the SN as the year they should all be C&R. 

2. Considering they are 99% likely to be Chinese builds, then the blade bayonet argues they are early enough to all be C&R.

Personally, I would argue that they are 50+ years old, and I wouldn't have any problem accepting a C&R to ship one, or submit my C&R to receive one. However, one could argue that there aren't definitive assignments of dates of manufacture.

I am comfortable with their C&R status, but I won't urge anyone else follow my opinion. I certainly don't have an ATF letter of ruling on the issue  :o  rofl

Legally it's not C&R for the same reason Chinese are not C&R... there is no proof of date on the gun itself nor is there accepted supporting documentation dating the gun.

If the seller and buyer both accept the 50+ year claim, you are GTG in my book.  ATF has never (to my knowledge anyhow) openly determined what constitutes 'proof' of age or held up any golden standard of proof of age as a prerequisite when determining C&R status.

Of course the only opinion that matters is ATF's, and that can change depending on the political clinate of the day.
