Yup, a "ghost" gun, made before Jianshe Arsenal began using the /26\ symbol. Appears to have one of the Albanian replacement stocks.

99% sure these guys are right (that Alby looking stock is a good observation P32!  thumb1), but a good closeup of the S/N will tell 100% of the story.  There are many scrubbed guns with and w/o arsenal stamps that have oddball low # S/N's that don't conform to the typical ghost pattern (font, placement, numbering scheme or all of the above):
