Blobbed ferrule...inside and out...but Chinese?

I got this accidentally sent to me as a handguard ferrule....from a supplier, that until now I thought only had Chinese parts...a lot of the handguard ferrules had proof stamps, but didn't look Russian to me...nor do any of the markings I see here....is this a Russian 49/50 stock ferrule?

ahhh...that seems more likely.

I wonder how it would fit on a 1.4M /206\ I gouged out for a blade like an idgit years back. It's the only stock ferrule I would think I need to replace.  I am not sure that is a challenge I would like to undertake though.
