I've not seen one exactly like that before. 


Closest Russian would be an Izhevsk RSL since all the Tula 3's are flat topped, but I think they are still different as the 4s are totally different too:


On the other hand, these mid year /26\ RSLs look pretty similar:

9 million:


Likely a mid to late year (~65) Chinese RSL in my opinion.

Thank you! One thing puzzles me is that the sight doesn't have central groove like all other Russian sights I've seen either online or in person.
