What do you make of this one?

I'm trying to decide if this one was Bubba with a star stamp and too much time on his hands, or maybe a very bored Slobodan dicking around with it during one of the many Yugo conflicts?  I guess a third possibility is that it came this way out of China somehow.  I'm pretty skeptical of the third, though it certainly is possible.  IO Palm Bay Sino-Banian import stamp on it.

 I have never paid close attention but are those stars normally displayed with one point down and two points up or is it the other way around?
Bubba or someone certainly SNAFU'ed that one!
