Why not shoot it? Water/rust won't ruin the metal like fire will as concerns temper so if it's not pitted TOO bad and the action is within tolerances of the manufacturers specs, headspace is good and bolt is good then shoot it. I'd swap out the stock though. :)
Not any worse than the parts guns I put together from the Sarco barreled receivers I bought, and they function fine.

I traded a SARCO built Paratrooper for a Cowboy Companion barreled receiver. The SARCO action, a letter gun, almost looked like that. PAX

It's a long video, but it's bookmarked with firing strings, so easy to jump around. I'd say he was fairly safe and systematic in his approach to firing it on a string then finally getting behind the receiver himself. The SKS is a tough platform.
