I would like to say that with questions asked and the replies answered that many people are now more informed about the SKS. For most people, a SKS is just a carbine, but for the rest of us it is more. It is a unique and ongoing learning experience. I thank those more knowable than me (and I am learning).

Look at the circle around the arrow.. So I guess its differant  thumb1 Imperfect !  nea1 Freaking Igor !!  I see in RM's pics there is another 53 IZZY cover with the same misfit circle humm

Here's a 1:1 comparison of the two.  I believe you are correct, that stamp broke in that area and was eventually replaced with a new, slightly different one:
