A barrel 18.5 inches and less on a semi auto center fired rifle is consider restricted. It would need to be registered and could only be transported to and from home and the range to shoot it.
Over 18.5 inches is non-restricted. Can shoot it on the farm, on Public wilderness (crown land) etc.
You can cut a barrel down to 18 inches. Of course that would be restricted and need to be registered. Longer than 18.5 is still non restricted. Any less than 18 inches is prohibited and will get you in trouble.
But if you manufacture a brand new barrel from a blank that is ok. Just restricted or non restricted based on its length.

Manual actions are classified on the gun's overall length. My 12 inch barreled Rem 870 s a blast to shoot.
