Thoughts? No import mark. I'll be honest I don't what to think of this one.

Matching... can't tell on stock it's lived a rough life. I can't make out an EP on tube or piston. Piston was slightly rusted in tube. Kroil loosened it up though.

Either way, that carbine has lived a very hard life.  Very well could be a bringback, the corrosion and wood degradation is certainly what you'd expect from a poorly cared for firearm in a very humid environment.

Trying to figure out how I should clean this thing. Give it a good scrubbing or just oil it and leave it. I paid $3000, the seller said it was an "uber rare/ never fired" bring back so i don't want to mess it up.

I'd oil it and leave it. I vote for both bring-back and neglected. That wood definitely has the water-logged rot look to it.

This is exactly what I'm going to do. I more convinced it is then not also.

What year is the SKS ?  The mag tells me it's an early 1949, but the trigger group is newer.

The rifle is a Chinese from1962, 7th year. 

Why do you believe the magazine isfrom 1949?

From the examples I've seen and the one I own, seems that 1962 7M are one of the more common bring backs.

100 hours of polishing with a wire wheel is my vote. The stock is junk, but, hang on to it. I brought a 1901 numbs matching Swedish Mauser back from the dead with grease remover and a polishing wheel. Looks brand new now. BUT, I did have a better stock to start with. You want a safe queen or a usable firearm?
