Looking for sage advice from the tinkerers out there

Time for a stupid question.  I'm not much of a tinkerer, I like my guns stock and don't typically do much to them.  I ran across this Chinese Type 56 paratrooper on gunbroker with the following photo:



Question I have is, what the heck is that bent looking thing right above the bayo lug?  Is that supposed to be a pin that's driven through the FSB just like the pin beneath the gas block? Is it typical for FSBs to have two locking pins, one above the bayo lug and one below the front sight?  How have I never noticed this!??! silly1

There are 2 pins in FSBs.  I don't know why it is bent over or why it was sticking out so far to begin with.

Well, I guess I'll toot a line of dope and see if I can fit an AR sight on that ol SKS. 
Damn!!  Punch was too big and now it's wedged in tight.
 OOPS!!  It broke.  Guess I'll just drive  back out with the pin.
 CRAP!! the freakin pin bent . 
Think I need another little bump.  THFFFFFFTT --- ahhhh, that's better.  Now where was I??

Yeah looks like the pin was missing so they put in a finishing nail. If you get it I have several extra pins I could send you one.

I don't think it is a home made Para though.

I have been wondering about something for a while.  During the Clinton ban I would see lots of rifles with the  bayo lugs neutered.  Where did all of those rifles go?  I rarely see them on GB, aside form the commercial variants with the neutered lug.  Maybe this guy had one of those and thought he would "fix" it with a non-neutered FSB. 

Honestly, where did all of those Hillary (Clinton neutered) guns go?  I don't see them at gun shows, GB, Armslist, pawn shop, or any place I can think.  Someone is buying FSB on ebay for  around $40.  Maybe it was this GB seller?

I've got one of those rifles, but I bobbed the barrel and installed a Prince 50 sight.  Still got the front sight with neutered bayo lug.  jd
